5 Signs Your Organization Isn’t Ready for a Federal Grant — And What to Do About It

I’ve had hundreds of strategic grant conversations with rural health organizations. Some are ready to hit the ground running. Many are not — and that’s completely okay.
The purpose of a discovery session isn’t to judge where you are. It’s to give you an honest picture of what’s working, what’s missing, and what needs to happen before you invest weeks into an application that won’t land.

Here are the five readiness gaps I see most often — and what you can do about each one.

1. Your Project Scope Is Unclear

This is the most common gap, and it’s the most important one to close. When I ask organizations what they want to fund, I often hear something like: “We just know we need funding.”

That’s a starting point, not a strategy. Federal funders want to see a clearly defined project with measurable goals, a realistic timeline, and a direct connection to community need. If you can’t articulate what you’re building and why, the application will reflect that.

What to do: Before you look at a single NOFO, sit down with your leadership team and define the project you want to fund. What problem are you solving? Who does it serve? What does success look like in 12, 24, 36 months? You don’t need a perfect answer — but you need a clear direction.

2. Leadership Isn’t Aligned

This one is a deal-breaker, and it shows up in more ways than you’d expect. Sometimes the CEO is on board but the board isn’t. Sometimes a department head is driving the effort but the C-suite hasn’t formally endorsed it. Sometimes there’s internal disagreement about whether the organization should even be pursuing grants.

Federal grants are not side projects. They require organizational commitment — to the application, to the match (if required), to the reporting, and to the multi-year implementation. If your leadership isn’t unified on this, the application will feel fragmented and reviewers will notice.

What to do: Have the conversation early. Get your board, your CEO, and your key stakeholders in a room and make sure everyone understands what pursuing this funding means — the opportunity AND the obligation.

3. You Don’t Have Dedicated Grant Administration Staff

Winning a grant is only the beginning. The real work — compliance, reporting, budget management, audit preparation — lands squarely on your team. And if no one on your team has done this before, you’re setting yourself up for problems.

I’m not saying you need a full-time grants department before you apply. But you need to have a clear plan for who will manage the award, and whether they have the bandwidth and experience to do it well.

What to do: Identify your grant administrator before you start writing. If you don’t have one internally, budget for external support or explore whether a fiscal agent or partner organization can fill the gap.

4. You’re Not Registered on SAM.gov (and Don’t Have a UEI)

This one sounds administrative, and it is. But it catches organizations off guard more than almost anything else.

Most federal grants require an active SAM.gov registration and a Unique Entity Identifier (UEI) before you can apply. The registration process is free, but it’s not fast — it can take weeks to process. I’ve seen organizations discover this requirement days before a deadline and have no path forward.

What to do: If you don’t have a UEI and an active SAM.gov profile, start today. Not when you find a grant. Today. It’s a prerequisite for virtually every federal funding opportunity.

5. You’re Chasing the Wrong Grants

Not every grant is the right grant. I’ve talked to organizations that spent months working on applications for programs that didn’t match their mission, their capacity, or their service area. The effort was real, the fit was not.

This happens when organizations treat grant-seeking as reactive — a NOFO shows up, someone forwards it, and the scramble begins. Without a strategic filter, everything looks like an opportunity.

What to do: Build a grants strategy, not a grants wish list. Start with your organization’s strengths, your community’s needs, and your capacity.
